Update Public Individual Recipient Coverage

Allows changing the end date for a new BPCS individual coverage. This mechanism can't be used for family-based coverages. An operation is used for this because only one data element can be changed - and that only on bpcs-maintained coverages that are specific to the individual rather than being managed for a household.
